UN Launches Global Scientific Panel on AI
Speaking at a press conference, Guterres said the panel is “a direct response to the mandate given by Member States in the Pact for the Future” to develop multilateral solutions for emerging technologies reshaping every aspect of life. He described it as the first global, fully independent scientific body dedicated to closing the AI knowledge gap and assessing the real-world impacts of AI on economies, societies, and human welfare.
“AI is moving at the speed of light. No country can see the full picture alone,” Guterres emphasized. “We need shared understandings to build effective guardrails, unlock innovation for the common good, and foster cooperation.”
Following a global call that received over 2,600 applications, he recommended 40 experts to the UN General Assembly. These members have expertise spanning machine learning, data governance, public health, cybersecurity, childhood development, and human rights. Guterres noted that all members will serve in their personal capacity, independent of governments, companies, or institutions.
The panel is expected to deliver its first report in time for the Global Dialogue on AI Governance in July. “AI is transforming our world. The question is whether we will shape this transformation together, or allow it to shape us,” Guterres said, underlining the importance of science-based cooperation and solidarity.
Among the appointees is Melahat Bilge Demirkoz from Türkiye, a professor at the Middle East Technical University (METU). The 40 members will serve a three-year term, providing guidance on AI’s social, economic, and ethical implications.
This initiative signals a major UN push to ensure AI development benefits humanity collectively, rather than serving only narrow national or corporate interests.
